After testing and trying to diagnose the irrigation problems on #13 all day (I was there until 11pm that first night). I finally discovered the issue. I spliced in a generator to that leg of power for #13-17 so I could run the irrigation until the problem was fixed. I found a corroded main power wire that had been caused due to vibrations from water running through the pipe over years and years. This particular little section was touching a metal pipe fitting and shorted out when the wires finally made contact with the metal.
